Luiz Fausto Takes Charge of Standards Development at ATSC

Veteran Engineer to Drive Global Adoption of Next-Generation TV Standards, Succeeding Long-Serving Executive Jerry Whitaker

The Advanced Television Systems Committee (ATSC), a leading global broadcast standards organization, has appointed Luiz Fausto as its new Vice President of Standards Development. Fausto will succeed Jerry Whitaker, a broadcasting pioneer who is retiring after more than three decades of service.

Luiz Fausto, a seasoned broadcast technology expert with over 25 years of industry experience, joins ATSC from Brazil’s Globo TV Network, where he held key engineering and regulatory roles since 2006. Most recently, he served as Technology Regulatory Specialist, playing a critical role in Brazil’s transition to next-generation digital television.

In his new role, Fausto will spearhead the development and international harmonization of ATSC standards, guiding their global adoption while fostering collaboration among broadcasters, regulators, and technology partners. He will lead ATSC’s engagement with international organizations including the International Telecommunication Union (ITU), India’s Telecommunications Standards Development Society (TSDSI), and the Organization of American States’ Inter-American Telecommunication Commission (CITEL).

“Luiz Fausto brings a rare blend of technical expertise and strategic vision to ATSC,” said Madeleine Noland, ATSC President. “His leadership will be pivotal in expanding ATSC’s footprint worldwide and ensuring the organization remains at the forefront of broadcast innovation.”

Fausto holds advanced degrees in Applied Computing and Business Administration, complemented by extensive training in network technologies and video-over-IP systems. He recently chaired the technical module of Brazil’s Sistema Brasileiro de Televisão Digital (SBTVD) Forum, overseeing the adoption of the TV 3.0 (DTV+) standards, a landmark project in the digital television space.

Reflecting on his new role, Fausto stated, “My goal is to build on ATSC’s flexible and comprehensive standards framework, enabling broadcasters globally to customize and extend technologies seamlessly. By strengthening international cooperation and anticipating emerging trends, we can accelerate the adoption of ATSC standards across the Americas and beyond.”

Jerry Whitaker’s distinguished career with ATSC began in 1990, during which he played a key role in the development of the ATSC 1.0, 2.0, and 3.0 standards, the U.S. digital TV transition, and the global expansion of ATSC technologies. A Fellow of both the Society of Broadcast Engineers and the Society of Motion Picture and Television Engineers, Whitaker is also a prolific author of over 30 technical publications.

With Luiz Fausto’s appointment, ATSC is poised to strengthen its leadership in shaping the future of television broadcasting worldwide.
